How long have you been playing? Since 2004 but with a long break, and now with new characters (so only about a month skill wise)
Have you ever been in low sec? Old character use to be a pirate, so I use to live out around Bosena, my current newbie trader has been out and about in a couple of low-sec regions
Do you run missions or complexes in low sec? If I could do I would
If so, what is the appeal for you? Slightly better reward with a chance for a scrap inbetween missions and complexes

Are rewards in low sec in line with the risk? Not at all, Station Camps, Gate Camps, Hot Drops and Bored Pirates, there should be more reward involved.
Is the risk in low sec over-stated? Being in the Newbie corp still and having had several discussions with University of Caille newbies, yes it is over-stated, newer players seem to get into their heads that as soon as they make their first jump into low-sec some player is going to kill them. This isn't helped by the uber-carebears telling them that pvp is the devils spwan and anyone who does it should be killed with fire, try arguing against that they'll scream troll and block you.
Would education from savvy players about how to mitigate risk in low sec encourage folks who didn't just want to AFK L4's to operate there? Yes! I believe it would, I can see newer players going to check it out, armed with a bit of knowledge on how to avoid the stupid stuff, and not flying some brand spanking new ship they saved up for over the last 2 weeks just to fly into a belt, get popped and rage-quit we would see a fair few more people in low-sec
What is the number one change to low sec that would cause you to considering doing missions and complexes there? More reward, or maybe just something unique to low-sec, like a certain kind of faction drop, maybe 5 run module BPC's (not an absolutely amazing one that would pull in the nul-sec runners)
Do you believe it is possible to make low sec changes that would allow both pirates and carebears to co-exist profitably without crippling either's play style to extinction? Why or why not? I don't think so, it's a bit like expecting a fox and a rabbit to work together. Pirates want kills, while carebears just want to make isk getting camped most of the play time is just going to put them completely off.
Finally I think the best way to get newer players into low-sec is to break people out of the "EVE IS A SOLO GAME!" mould that Level 4 missions have drilled into them. What we need is to get rookies working together from day 1, in high-sec so when they do go into low-sec they'll not go alone, and maybe have 2-3 people running a complex, 1 PvE bear fit, 1 PvP fit and maybe 1 support, so if they are caught mid complex/mission they have a decent chance of a fightback.
Though to support this idea, they should increase the reward depending on how many people are in fleet, within the mission or complex (no afk alt in a safe-spot) to promote people working together, of course there should be a cap of 4-5 players after which the reward wouldn't increase, and also a sliding scale depending on sercuity status so 3 people working together on a lv4 in 0.7 wouldn't get as much increase as those same 3 people working together on a lv4 in 0.2
Honestly I think this is the only way to sort out low-sec, start changing the player mentality about grouping, and rewarding it.
